Initial Notification: On August 27, 2016, the USCG Sector Ohio Valley contacted the NOAA SSC for a trajectory of tank car chlorine release in Proctor, WV. NRC report states that liquid chlorine was releasing to the ground with a visible green cloud downwind and along the Ohio River in the area.
