Initial Notification: On Friday 13 September 2013 at about 0900, USCG Sector NY received a notification from NRC of a spill of an unknown amount of No. 6 oil from a tank on the barge CASABLANCA at the Kirby Facility in Staten Island due to a possible valve failure. Initial cause of the spill was attributed to a clogged stem while transferring product between tanks. During transfer, the stem clogged allowing the product to spill from the tank into the water for approximately 15 minutes.
