Initial Notification: On March 23, 2009 at 1800 EDT, the transfer line between two vessels failed releasing approximately 400 gallons of Fuel Oil No. 6 into New York Harbor (40° 38’N, 74° 4’W). The amount released is an estimate and not an actual measurement. At this time, no additional product has been released and oil spill observations (slick location and appearance) are unavailable.
