Initial Notification: The barge Buffalo 292 suffered a major structural failure in the early afternoon of March 18, 1996, and discharged approximately 5,000 barrels of IFO 380 approximately one mile north of Pelican Island. Weather on-scene was windy with gusts to 60 knots. Evening northwest winds blew a majority of the product into the Gulf of Mexico. USCG district 8.
