Initial Notification: Vandals reportedly opened a valve on a 7,500 gallon fuel truck parked in the Oil Transport Inc. lot during the early morning hours of March 5, 1994. Approximately 7,000 gallons were released into a drainage ditch leading to a lagoon called the "Barge Pit" that leads to the James River. The USCG MSO Hampton Roads and Chesterfield Emergency Services established an on-scene command post with the State Department of Emergency Services, the local fire department, and IMS.
