Initial Notification: NOAA was notified of this incident on February 10, 1994, by MSO Baltimore and was asked to participate in the investigation of the potential source of the bilge slops. The SSC did not go onscene but provided requested information (resources at risk, weather updates, and trajectories) by phone and facsimile. Because there was limited information as to when the oil was released or how long it had been in the water, NOAA's estimate for the potential release locations in the Baltimore Harbor could not narrow down specific potential release locations.
