Initial Notification: At approximately 0230 (CST), the tanker RED SEA GULL, carrying about 900,000 Gallons (21,430 BBL) of Light Kuwaiti Crude Oil, began leaking at a rate of approximately one barrel every three minutes. The vessel is about 30 miles south of Galveston, Texas, at 28Deg. 43Min. North, 94Deg. 40Min. West. . An oil slick 4 miles long and 300 feet wide has been reported moving North. Winds are SSW at 10 to 15 Kts, seas 2 to 4 feet. USCG district 8.
