Initial Notification: The T/V Overseas Philadelphia was en route to New York when a USCG overflight reported a sheen containing rainbow colors extending 30 to 40 miles from the vessel. The 685-foot tanker was loaded with 14,628 barrels of JP4 and 141,000 barrels of #2 fuel oil. The tanker was to be boarded at Ambrose Light to be inspected by the COTP New York before being allowed to enter New York Harbor. The COTP boarded the Overseas Philadelphia and saw no oil trailing from the vessel or anything unusual leaking within the vessel. The Overseas Philadelphia proceeded to New York without further incident. USCG district 1.
