Initial Notification: At approximately 0800 on May 13, 1991, the tank vessel BORSEC spilled #4 oil into the Delaware River. The BORSEC was loading fuel from a barge, and, the tank overfilled, causing the oil to run out a vent, onto the deck, and into the water. USCG district 1.
