Initial Notification: On November 10, 1990, the U.S Coast Guard (USCG) Marine Safety Office (MSO) Honolulu was notified that the Chinese freighter MEI GUI HAI was taking on water and requesting permission to seek shelter in U. S. waters at French Frigate Shoals, part of the Northwest Hawaiian Islands National Wildlife Refuge, to carry out repairs. The vessel was reported to have a cargo of barium sulfate ore and approximately 713 metric tons of bunker and diesel fuels onboard. USCG district 14.
