Initial Notification: On March 6, 1989, a U.S. Coast Guard Marine Safety Office (MSO), Alameda, helicopter overflight observed an oil slick, measuring approximately 30 meters wide by eight miles long, and extending along the southern side of the shoreline from Naval Weapons Station Concord. USCG district 11.
