Initial Notification: At 0100 on October 8, 1988, a valve failed at the Linde Division Gas Plant, releasing liquid oxygen (LOX). Cape Industries, a major petrochemical plant about five miles north of Wilmington, North Carolina, was evacuated. A major concern was protecting the river traffic in the immediate vicinity of the plant. USCG district 5.
