Initial Notification: At 0630 on August 24, 1988, the Russian fishing trawler IRKUTSK and the Panamanian freighter OCEAN FAME collided 56 miles off Cape Flattery, Washington. Both vessels sustained damage which included a ruptured fuel tank on the IRKUTSK that resulted in a 2,000-gallon spill of marine diesel. Neither vessel sustained enough damage to be in danger of sinking. USCG district 13.
