Initial Notification: The International Terminal, Inc. (ITI) facility in Bay City, Michigan has been leased by Dow Chemical Company since 1982. Between 1970 and 1982, ITI used the facility for storage and transport of numerous chemicals. Since 1982, Dow has also stored chemicals at the facility. The Michigan Department of Natural Resources (DNR) has been the lead agency encouraging ITI to take action. ITI conducted a hydrological assessment that showed "high" levels of various organic compounds in the upper aquifer which have been presumably released to the Saginaw River, adjacent to the facility.
