Initial Notification: One million gallons of diesel fuel was released due to a tank failure from a shoreside facility (Ashland Oil) in West Elizabeth, PA. The location is 24 river miles upriver (SW) of the confluence with the Ohio River. The spill is presently an rp lead cleanup with the EPA as the lead OSC. Coast Guard COTP has a backup role and has requested Jay Rodstein's presence on scene. A major concern is the impact of the oil on drinking water intakes which are approximately 15 feet below the river level. USCG district 9.
