Initial Notification: At 1400 on December 10, 1987, the U.S. Coast Guard Fifth District was notified of a mystery spill in the southern branch of the Elizabeth River. The report was investigated by the Marine Safety Office (MSO), Hampton Roads; a sheen was observed between Berkeley and Money Point. USCG district 5.
