Initial Notification: On May 8, 1987, the U.S. Coast Guard Marine Safety Office (MSO), Boston, received a report of a release of creosote oil from pilings being installed at the Boston Navy Yard. A sheen flowing from the construction site also contained pockets of a black, oily material and the creosote material on the surface of the new pilings was observed dripping into the water.
