Initial Notification: At 0930 on December 9, 1986, approximately 150 gallons of isopropyl chloroformate was spilled into the sanitary sewer system at the Van de Mark chemical company plant in Lockport, New York. The spill occurred while the product was being transferred between two tanks. The Coast Guard, the U.S. Environmental Protection Agency, New York Department of Environmental Conservation, National Response Center, Niagara County Health Department, and the local waste water treatment plant were notified. Due to initial reports that the material might contain phosgene, the sewage treatment plant was evacuated and three people sent to the hospital for examination. USCG district 9.
