Initial Notification: On June 15, 1986, approximately 700 gallons of latex was lost during transfer operations from the F/S Harbel Cutlass to the Borden and Remington facility in Fall River, Massachusetts. All transfer operations were immediately secured upon noticing the spill. A minor red and white sheen was observed downstream of the incident and dissipating. USCG district 1.
