Initial Notification: On March 13, 1986, the U.S. Coast Guard Marine Safety Office, Alameda, California was notified by Berkeley County health officials that a large ribbon of an unknown red substance measuring 50 meters by 400 meters had been discovered in the estuary on a high tide. USCG district 11.
