Initial Notification: On March 12, 1986, the Proctor and Gamble Manufacturing Company reported a spill of 50 gallons of palm kernel oil, a vegetable oil, into the Arthur Kill at Staten Island, New York. The product had entered a stream line from the facility, passed through the heating coil of the tug boat Huron and out the Huron's exhaust drain into the Arthur Kill. USCG district 3.
