Initial Notification: On January 17, 1986, an unknown observer notified the U.S. Coast Guard Marine Safety Office (MSO), Alameda, of an oil slick in the Santa Fe and Levin Channels near Richmond, California. The Coast Guard collected oil and water samples in an attempt to locate the source of the spill. USCG district 11.
