Initial Notification: On October 22, 1985, approximately 10 barrels of asphaltine were spilled when a hose coupling failed from a barge being loaded at the Phina Petroleum facility in Port Arthur, Texas. The heated product spilled into the Sabine River until the pumps were shut down. USCG district 8.
